**Describe the bug**
The Submit button on Donate animals page acts abruptly on hover
**To Reproduce**
Steps to reproduce the behavior:
1. Go to Donate animals page
2. Hover on Submit button
3. See error
**Expected behavior**
The button should have been designed properly

I can solve this issue very easily and fast.Please assign this to me under GSSOC'23 so i can start working on this
