Add colour pop effects to images

Currently, there is no built-in support in Python's image processing libraries, such as OpenCV or PIL, to directly apply color pop effects to images. This limitation makes it challenging for Python developers to enhance their images by selectively highlighting specific colors while desaturating the rest.
I would like to request the addition of a native function using Python's image processing libraries. Having a feature for color pop effects would empower Python developers to effortlessly highlight selected colors, creating visually appealing images with dramatic emphasis.

I would like to work on this issue under SSOC 2023. Please assign it to me.
