Create a fully voiced tutorial

One of my biggest dreams.

The voicing is the simple part. Modifying the engine to allow only a certain
amount of control over the screens is harder, e.g., when the tutorial says:
"You can pan the starmap by holding down the right mouse button. Do this now",
allow the user to pan the screen, but don't let him switch screens, select a
planet, move a fleet.

Alternatively, I guess I could only disable unwanted screen switching.
