Enable Github Copilot as a PR reviewer

## Summary
Now reviewing PRs take ages and we want to deliver more features than just reviewing code. So developers should have automatic review from github copilot and after solving basic stuff then can ask for a review from team member.

Of course developers aren't forced to agree on everything that copilot suggests :))

- [ ] Understanding how to enable copilot in github repo, does it need to be enabled at organization level, is it free or requires additional license for public repo?
- [ ] As a developer with PR I can ask copilot for review.
- [ ] Copilot can't give ma any approval of PR
- [ ] Add additional bulletpoint to PR template checklist: `I asked Copilot for review on Github (optional).`

## Notes
First thing is **is it possible without any additional costs?**
