Project setup

## Description
It focuses on the main and the only requirement of 1. phase of the project which is setting up project (on technical and business layers). See [project vision](https://github.com/akai-org/put-wiki/blob/main/docs/product/vision.md) for more details.

## Scope
**What is included:**
- Monorepo settings configuration and structure setup.
- Initial documentation, READMEs, etc. that will be enhanced over time.
- Base libraries installation and configuration (frontend and backend)
- The most important architectural decisions.
- project kanban setup.
- Business stuff such as vision, defining MVP, gathering information, functional and non-functional requirements, epics, roadmap.
- Continous integration and delivery/deployment pipelines
- Focus on discussing the project in a group
- Creating basic wireframes/lo-fi designs of the user interface.

**Out of scope:**
- Defining all user stories ahead of time and going too much into details.
- Implementation any of core business features.
