## Problem description
I am trying (and failing) to delete a credential for a non-admin user while logged in as admin. It does not appear to be possible since the only credentials I am seeing are for the currently signed in admin user.
### Steps to reproduce
1. sign in as non-admin user
2. add a credential in Settings and don't delete old credential
3. sign in as admin user and go to Settings/Credentials
4. no credentials for the non-admin user are seen.
Can also be done while signed in as admin. Add credential for non-admin user the look for it in Credentials page. Not seen.
