Description
As suggested by @Baalmart in [this comment](https://github.com/airqo-platform/AirQo-api/pull/3709#discussion_r1809625547) on PR [#3709](https://github.com/airqo-platform/AirQo-api/pull/3709), we should consider organizing mocks into separate files to improve the maintainability and potential reuse of our test code.
