As discussed in [this comment](https://github.com/airqo-platform/AirQo-api/pull/3699#discussion_r1807822914) on [PR #3699](https://github.com/airqo-platform/AirQo-api/pull/3699), we'd like to refactor the repeated `user_id` validation into a reusable middleware function to enhance code maintainability.\n\nRequested by @Baalmart.
