Doubt on constraint formulation in neorl docs

Hey guys, I have a small doubt here. In the third constraint, isn't the sum of x_{ij} over the mentioned two subsets, should be greater than or equal to 1?
Because I can choose a subset having only one city and the sum will be 1. am I misunderstanding something here, kindly please clarify !!
