enh: Gather all the parameters for caches into one place

## Summary

Currently, there are some parameters available only in three cache classes. To improve accessibility and usability, these parameters should be consolidated and made accessible to users via the API.

The goal is to allow users to pass these parameters to the API and gather them into a single, organized structure, such as a dictionary or a data class.

## Context

This issue was identified during the work on [PR #1334](https://github.com/aimclub/FEDOT/pull/1334).
