Settings panel redesign

I find it odd that setting tabs (plugin settings) are added from within another tab. I would propose to move them, as well as the structure relaxation on/off part, outside of the tabbed section. @superstar54 commented regarding the potential length of the list (in the future, when the QE app can compute 100+ properties 💪). One way to resolve this is to move these "workflow settings" into a collapsible section above the tabs. Let's see.
