Optimade widgets decouple from client repo

## Desired Outcome

The `aiidalab-widget-base` will not depend on the `optimade-client` which is maintained and release controlled in https://github.com/CasperWA/voila-optimade-client.
Instead, create a new repository `ipyoptimade`, and move widgets to the repo.

## Impact

Gaining more control of the release and feature implementation of the optimade widgets.

## Task log

- 2024-01-16: DH: would be better to make optimade widget an optional of AWB (https://github.com/aiidalab/aiidalab-widgets-base/issues/547).
- 2024-01-19: GP: the periodic table should have same UX as the one from MC3D
- 2024-02-01: Migrate optimade-client to use [`ipyoptimade`](https://github.com/aiidalab/ipyoptimade), adding useful Devops and delete unused dependbot.
- 2024-02-20: some attempt to use anywidget for the periodic table, and it works!! 🚀 https://github.com/aiidalab/ipyoptimade/pull/18, need more ironing on the JS code (I am quite new with JS and TS) or directly using react implementation from Kristjan.
- 2024-02-29: The `optimade` is an extra dependency of AWB, and we are about to make the new AWB release (`v2.2.0`).
