Check pseudo list and install every time the container start

The pseudo list can be checked every time the container starts to see if the latest pseudos libraries are available. For instance, when SSSP 1.2 -> SSSP 1.3, the check now happens when the QeApp starts instead of when the container starts, which brings the waiting time to user.
