Tests: Test container restart

The [container restart is currently not tested as part of the lifecycle tests](https://github.com/aiidalab/aiidalab-launch/blob/35820a234fccd2d468a9a52b8331ad69ea8a22c5/tests/test_cli.py#L206-L215), because of non-deterministic failures. It is possible that this is hinting at some underlying unidentified race condition, however I was not able to reproduce the issue locally and have not been able to identify or mitigate the problem despite intensive testing and debugging (#97). For now the restart test is disabled, however the issue should be resolved eventually.
