As a Dev, I want remaining project specific files to be in appropriate folder

As part of changes made to #112, we specifically left the following module :

datastore/blob/azure_storage_api/
```
init.create_dev_container_folder()
```

This was done because it might change a lot of references in nachet-backend that we didn't want to handle right away.
