blip.tv provider

blip.tv supports oEmbed (see
http://wiki.blip.tv/index.php/Blip.tv_API#Do_you_support_oEmbed.3F)
Locally I've added support for it, but thought it'd be good if it could be
included in the providers that django-embed comes with. Here's the fixture
data I use:
