描述

As a User, I'd like to be able to specify target SLO and thresholds

- For SLO 99.9, SLI 99.95 should be treated as "green zone"
- For SLO 99.999, SLI 99.95 should be treated as "red zone"

Also consider declaring "yellow zone" - warning threshold/error budget
