Library Collections keep showing up on home page

### Description

Although some collections are set to appear only in their respective libraries, they continue to show up on the home screen. These collections disappear after a sync, then reappear after another sync.

I'm not sure if this is related to the "randomize home order" setting or "Plex Collections Sync" setting or something else, but it only seems to affect my movie collections and not my TV show collections.

### Steps to Reproduce

1. Set up collections, with some set to "Library only" and others set to "All"
2. Set the collections that are "Library only" to "Shuffle position on Home/Recommended screens"
3. Set "Plex Collections Sync" to run every hour
4. Set "Randomize Home Order" to run every 5 minutes
5. During some syncs, some of the "Library only" collections are added to the home screen
