Support tart created oci images

Would it be feasible to use the oci image format supported by https://tart.run/

## Is your feature request related to a problem?

No problem. Just handy to use the dockerfile-like process to actually build the os images.

## Describe the solution you'd like

I would imagine this would pull the oci images uploaded by tart and determine where/how the relevant disk images sit in that structure and use those for the backing images of the vm launched (doing the same CoW stuff etc). I am not sure if they store the machine/model id somewhere in the oci data however.
