question about exercise 12 in chapter 12

Hi,
I have a bit of a more general question related to exercise 12 in chapter 12 "Implement a custom layer that performs Layer Normalization": from the code it is not clear whether layer normalization computes running averages to be used at test time the way batch normalization does? Does layer normalization uses running averages at all?
