[Feature]: human in loop wanted

in my case, cli & pyqt & web, the react agent with python exec tool gives me the python code, i need to confirm the code, run it or refuse it or modify it.
`pre_action_hook` may work when run or modify the code, but if i refuse, the current agentscope doesnt work, because of no goto-like control
of course, some condition check canbe also added in the `def _acting` in `src\agentscope\agent\_react_agent.py` , and directly return the `tool_res_msg` with an output like "refused to execute tool by user"

i will also be excited about the opportunity to work on this development and testing.
