[Bug]: V1.1.15桌面版，离线使用，本地安装了whisper和ffmpeg，并在界面上设置了语音转写。但是离线环境下无法使用，非要连接互联网才行。

V1.1.15桌面版，离线使用，本地安装了whisper和ffmpeg，并在界面上设置了语音转写。但是离线环境下无法使用，非要连接互联网才行。
在离线的环境下，按了录音按钮之后，电脑右下角的录音是打开了的，但是qwenpaw的录音按钮立马就恢复了，并没有开始转写。但是当连接上互联网后，点击qwenpaw的录音按钮，就变成横线，表示开始录音及转写了。

需求是：要求在离线的环境下，也能使用这个语音转写功能。
