[Bug]: copaw.exe launcher fails with "Fatal error in launcher: Unable to create process"

## Bug Description

The `copaw.exe` launcher fails to start on Windows with the following error:
Fatal error in launcher: Unable to create process using '"\?\d:\a\copaw\copaw\dist\win-unpacked\python.exe" "C:\Users\AppData\Local\CoPaw\Scripts\copaw.exe" agents list': ???????????

## Steps to Reproduce

1. Install CoPaw Desktop on Windows
2. Open terminal
3. Run `copaw agents list`
4. See error

## Expected Behavior

`copaw` command should work correctly.
