背景：
用 hiClaw 1.0.4 + glm + 上下文 200K 创建了一个虚拟团队，开发一个项目。项目基本开发完，我让 manager 开始安排写新的 demo ，验证开发的项目是否真的有用。然后 manager 了。

描述：
多次重启 manager docker 实例、创建新的房间， 1个小时了， manager 都不回消息。openclaw doctor 正常。

分析：
感觉还是 manager 亲自去做开发工作，导致一直不回消息，也不指挥我那20 几个 worker。要禁止 manager 做任何开发、测试、写文档的操作。并提供一个救火机制，就是 manager 随时能被人工介入，打断它手头的工作。或者能招聘新的 manager。
