after underlying database is deleted, tutd enters a weird state

Description
The new file layout code will handle this better, but when the underlying database is removed, tutd complains, but continues with reading a line and then blocks. tutd should probably just die quickly.
I noticed this while watching @diogob 's [excellent Toronto presentation](https://www.youtube.com/watch?v=_GC_lxlVEnE) and Project:M36 overview at around 25:40.
@diogob, have I diagnosed this correctly?
