Project Description & Request
Rust SDK and provider runtime for IICP. It lets applications request an intent, discover eligible providers, enforce local policy and confidentiality requirements, select a route, and dispatch through supported bindings. It also includes iicp-node, an OpenAI-compatible proxy, MCP gateway, receipts, and conformance tests. Request: list it as IICP's Rust consumer/provider implementation, distinct from the directory control plane.

Confirm that the project can be listed as IICP's Rust consumer/provider implementation, distinct from the directory control plane; done means the website listing is updated or the submission receives a clear decision.
