Rust operator-preview implementation of the IICP directory control plane. It maintains provider and capability state, filters eligible routes, issues route authority, records signed events, and exposes restricted-domain, federation, and conformance surfaces. PHP remains the deployed Genesis implementation. Request: list this repository as the independently deployable Rust implementation of IICP's discovery and selection infrastructure.
