Bug: When you create a UPS service using the CLI the command will time out instead of returning when UPS is available
**How to reproduce it**: run ` mobile create serviceinstance ups -p projectNumber=$androidProjectNumber -p googlekey=$androidServerKey --namespace $projectName`
