Description

Part of #2367. The fourth of six milestones in the Parquet on FHIR delivery.

The contract is the specification bundle at specs/001-parquet-on-fhir/, which
lives on the issue/2367 baseline branch. This milestone covers phases 12–14,
28 tasks.

Delivers

The public API writes the new layout, earlier layouts are detected, the layout
is documented and the benchmark is recorded.

Everything it depends on — the engine reading both layouts, a fitted schema
behaving, divergent files reading as one dataset — is already in place by the
time it lands.

User-visible change

The flag day. This is the only breaking release of the six.

#2762 and #2763.

Delivery

The pull request targets issue/2367, not main, so that the milestones stack
and the baseline branch carries only the specification. Each milestone's pull
request is subject to the adversarial review in the ssh:build process, scoped
to that milestone's phases.
