Environment variable to start people on local

Currently the default view of voyager differs from the rest of our frontends were hosting

**Describe the solution you'd like**
Add an environment variable that can be set to either local or all for the feed to start people on for people hosting

**Describe alternatives you've considered**
Keeping the same, would mean instances cant control the default view of their site as well
