説明
Implement verification that CWT tokens use tag 18 (COSE_Sign1_Tagged) as required by Section 5.2, not tag 61 (CWT tag). Need to write unit test that inspects first byte(s) of CWT output and asserts it starts with 0xd2 (tag 18).
