Description

I know there is already :
* javadoc subpkg request https://github.com/adoptium/installer/issues/927
* headless subpkg reqest https://github.com/adoptium/installer/issues/917
* no jre duplication in sdk https://github.com/adoptium/installer/issues/1044

In addition it seems thee are missing static-libs and jmods (and maybe test-libs and debuginfo). With upcoming https://github.com/adoptium/temurin-build/issues/4035 it may be worthy to really reconsider how temurins are packed for distributions

I definitely understand and agree why current sdk (and jre) is handled as it is (download from standalon web?), and it may persists as it is, but the modular distribution format is definitely to be reconsider/

Research direction

Start by reviewing linked issues 927, 917, and 1044, then read the referenced temurin-build issue 4035. Compare the current SDK and JRE packaging with the missing static-libs, jmods, test-libs, and debuginfo packages. Done means an agreed, actionable distribution-packaging direction is documented.
