AWX Not deploying some fixes correctly

As seen in #4281

Some systems are not getting updated by the AWX runs, and have elements missing or not applied at all..

Have these issues particularly relating to awx

rhel8 installed jq with no intervention , so Im guessing this isnt getting hit by awx
the centos7 machines had the old mirrorlist repo addresses, and these havent been updated to the vault.archive fix as used in the dockerfiles.

Start by reviewing the AWX runs for test-marist-rhel8-s390x-2 and the two test-osuosl-centos74-ppc64le machines, then compare their results with the Dockerfiles' vault.archive repository settings. Check why jq was installed on RHEL8 without intervention and why the CentOS7 mirrorlist changes were not applied; done means the intended fixes reach all three systems.
