Build and test capacity labels - build_jdkX test_jdkX

The objective of this issue is to label all of our existing machines in jenkins with build_jdkX and test_jdkX depending on their ability to build and test certain JDKs. This is so at any point we are able to view how many machines we have available to build and test a certain jdk version

Start by inventorying the existing Jenkins machines and determining which JDK versions each can build and test. Apply the build_jdkX and test_jdkX labels consistently, then verify that the labels make available capacity for each JDK version visible.
