Build up of (small) files in `/tmp` on some machines

Related to #4116 I noticed a bit of a buildup of files in `/tmp` on [test-osuosl-ubuntu2404-ppc64le-3](https://ci.adoptium.net/computer/test%2Dosuosl%2Dubuntu2404%2Dppc64le%2D3) (of course it likely affects other systems too)

We may wish to consider running a version of the `skulker` tool [which we have used on AIX in the past](https://github.com/adoptium/infrastructure/issues/2029#issuecomment-801308245) for clearing this up (although it would also be beneficial to see if we can understand why these files are left around and whether there are particular fixes we could apply to any test cases causing this.

Start by reviewing issue #4116 and the linked skulker discussion from the AIX cleanup work. Inspect the buildup on test-osuosl-ubuntu2404-ppc64le-3 and determine whether test cases leave the files behind; done means the cause is understood and an appropriate cleanup approach or targeted fix is identified.
