Proposal: Remove `rust` from Windows playbooks (ITW build prereq)

The rust role on Windows was added in support of the IcedTea-WEB build process in https://github.com/adoptium/infrastructure/pull/717

Since we:
- no longer build IcedTea-WEB
- Have removed the UNIX ITW playbooks under https://github.com/adoptium/infrastructure/pull/3664

I propose we remove [the `rust` role](https://github.com/adoptium/infrastructure/pull/717) from the Windows playbooks.

Also @AdamBrousseau - I doubt you use this but would be good to confirm

Locate the Windows playbooks and the rust role reference, using the original IcedTea-Web change in pull request 717 for context. Remove the obsolete role from the Windows playbooks and verify that no Windows playbook still includes it.
