Ansible request for `fakeroot` on RHEL7

The `fakeroot` tool is not directly installable on the RHEL7 machines ([s390x in particular](https://github.com/adoptium/infrastructure/issues/2954#issuecomment-1463910668)). This issue will cover identifying a suitable way of getting fakeroot on the machine which is a prerequisite for the test jobs.

Start with the related infrastructure issue comment linked in the description and review how RHEL7, especially s390x, machines are maintained in this repository. Identify the Ansible entry point for the affected test-job machines and document or implement a way for those machines to obtain fakeroot; done means the prerequisite is available for the test jobs.
