Add create_release_notes Jenkins job to source control

Currently the create_release_notes Jenkins job is not a pipeline script and runs a script configured only in Jenkins. It can be pipeline code and then further automated, launched after the build jobs complete so that it doesn't have to be done as a manual step by a release manager.
