Grinder generator for excluded tests

**Summary**

To turn the output of parse_issues.py into a set of grinders we can use to assess reintegration.

Note: parse_issues.py identifies tests that might be ready for reintegration.

**Action Plan**

- [x] Parse parse_issues.py output.
- [ ] Generate grinders for the "fixed" tests.
- [ ] Collect the results and identify passes.
- [ ] Create a PR, or generate output that can be used to create a PR.
- [ ] Post results to Slack.
- [ ] Schedule job to run fortnightly.
