jdk25u Windows WIX tests fail with WIX v6

jdk25u has been updated to [support WIX v4 & v5](https://github.com/adoptium/jdk25u/commit/ba67ad63ae7d7d399e41ab258576123fb6d9502c), but not v6 yet. Adoptium Windows test machines use WIX v6.
