Description
1. Find any test targets calling scripts that are pulling in test material or dependencies over and above the test material in their own repository (start with the targets pulling from rh-openjdk repos).
2. Exclude those test targets temporarily
3. Modify how those dependencies are being brought onto test machines, controlled through TKG / checksums and documented in the prereqs guide & in the documentation of the upstream test material itself
4. Reinclude the test target once the required tracking/transparency/documentation is in place.
