Research direction

Start by reproducing the failure with OpenJDK17U-jdk_x64_windows_hotspot_17.0.6_10.msi and compare it with the existing Temurin JDK 17.0.2+8 installation referenced in the error. Investigate the Windows installer and its network-resource lookup; done means the MSI installs JDK 17 without requesting an unavailable installation package.
