Allow navigation via top progress bar

It would be really cool to be able to navigate through the stages by clicking the bubbles on top. They already light up when you hover, so it kind of feels like you should be able to click them. Totally aribitrary feature request, it's just the web dev in me coming out!


Start by locating the wizard UI that renders the top progress bar and its stage bubbles, then read how the current stage is tracked and how hovering is handled. The issue does not name files or tests; done means clicking a bubble navigates to its corresponding stage, with behavior consistent with the wizard's existing stage flow.
