Start with the sp-menu-item submenu example at https://opensource.adobe.com/spectrum-web-components/components/menu-item/#submenu and reproduce the behavior in Safari with the Spectrum 2 system. Inspect the menu-item implementation and its hover and focus styling; done means a submenu item has no focus outline when hovered in Safari.
