[Bug]: sp-action-button with target="_blank" and href opens page twice.

Creating an action button with a target="_blank" and href will open the web page in a single tab similar to the sp-link component.

Start with the action-button component and reproduce the target="_blank" href example in Microsoft Edge, then compare its behavior with sp-link. Done means clicking the action button opens the href in exactly one tab.
