Fully support showing a tooltip when label text is too long for the current ActionButton.

Check whether the sp-truncated component can be used internally, then define the property-controlled tooltip enablement and placement behavior. Done means long ActionButton labels can show a tooltip with configurable placement while preserving existing behavior.
