[Bug]: Cannot view truncated placeholder text in sp-textfield

### Expected behavior

The placeholder in an textbox is truncated due to lack of space as expected. Isn't it expected that upon hover over the truncated text the user should be able view the complete text ?

### Actual behavior

User cannot view the truncated text.

Start with the sp-textfield component and reproduce the issue in the Express search bar at a small screen size. Done means the full truncated placeholder text can be viewed when hovering over it.
