[Bug]: For Right to Left region, progress bar percentage (sp-progress-bar) isn't showing the "%" symbol before the number

### Expected behavior

"%" symbol should be placed before the number for RTL Regions/Languages.

### Actual behavior

When Express regional format settings is set to Turkish, sp-progress-bar controls like used in Animate characters VQA progress bar is not placing the "%" symbol before the number. Also, reproducible on spectrum web components website.

1. Go to https://opensource.adobe.com/spectrum-web-components/components/progress-bar/
2. set direction to RTL
3. see percent symbol on wrong side.

on Express:

1. Go to Express stage (https://stage.projectx.corp.adobe.com/)
2. In app Settings, set the regional Format to Turkish, but keep Language to English
3. Open the Animate characters VQA, and record a short audio clip.
4. Proceed until you see the progress indicator.
