[Bug]: Nested submenus don't open consistently on Safari

In the SWC storybook `Menu / Submenu / Submenu` story the 3rd level deep submenu does not consistently open on Safari.

Click on the menu icon.
Hover over Brooklyn
Hover over Ft. Greene
Another second descendent should open

### Actual behavior

It does not open consistently

Open the SWC Storybook Menu / Submenu / Submenu story from the reproduction URL and reproduce the third-level flyout failure in Safari. Trace the Menu and Submenu implementation from that story; done means the Ft. Greene child submenu opens consistently in Safari without regressing the documented interaction.
