[Bug]: When trying to render the common sp-tooltip (in sp-overlay) for multiple button. If I try to move quickly between buttons, I notice that although tooltip content is changing but location of tooltip is not changing.

Open the linked Web Components Studio reproduction and inspect the sp-overlay and sp-tooltip components involved in moving between buttons. Reproduce the rapid pointer movement and trace the update behavior. Done means the tooltip content and location both update for each button.
